How and why do devices fail a PAT Test?

While "failing a PAT test" sounds technical, the actual reasons are usually divided into two categories: things you can see (Visual Inspection) and things only a machine can detect (Electrical Testing).

Statistically most failes are caught during the visual inspection before the machine is even turned on.

1. Visual Failures (The "Common Sense" Checks)

These are the most frequent reasons an appliance fails. If an inspector sees any of these, the item is marked as a "Fail" immediately:

Damaged Cables: Fraying, cuts, or "bulges" in the wire. Often caused by being trapped in doors, pinched by chair wheels, or pulled too tight.

Faulty Plugs: Cracks in the plastic casing, loose pins, or the cable "sleeving" pulling away from the plug so you can see the colored wires (Live, Neutral, Earth) inside.

Incorrect Fuse: Using a 13A fuse for a low-power device (like a lamp) that only needs a 3A fuse. This is a major fire risk because the fuse won't "blow" fast enough if there's a fault.

DIY Repairs: The "Electrical Tape special." Any repair made with tape instead of replacing the part is an automatic failure.

It extends the existing Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 to cover registered social housing providers.

Key things to know: Under the 2025 regulations, social landlords will now be legally required to:

Social housing providers need to have electrical installations inspected and tested at least every five years by a qualified and competent person.

Obtain a valid Electrical Installation Condition Report (EICR) after each inspection.

Electrical Safety Marks In the UK Have Changed: Look For The UKCA Mark

Post-Brexit Safety Markings for Electrical Products in Great Britain

Following the United Kingdom's departure from the European Union, new safety markings have been introduced for electrical products sold in Great Britain.

The UK Conformity Assessed (UKCA) mark now takes the place of the CE marking within Great Britain (comprising England, Wales, and Scotland) for a majority of electrical products.

The presence of the UKCA mark on a product signifies that it complies with UK safety standards.

For electrical products in Northern Ireland, EU regulations continue to apply, and these products will still bear the CE Mark.

In cases where products originating from Northern Ireland are assessed by a UK-approved body and sold in Great Britain, they will also feature the UK(NI) mark.

Transitional Measures for Manufacturers:

Electrical products that were ready for sale before January 1, 2021, may still be sold with the CE mark.
The CE mark will be recognized in England, Wales, and Scotland until December 31, 2022*, provided there are no changes in the regulations of GB and EU.
Starting January 1, 2023, most electrical products sold in England, Wales, and Scotland must include the UKCA mark. The exception is for products from Northern Ireland, which can continue to use the CE marking.
*Note: The initial deadline of December 31, 2021, has been extended by a year due to the Covid-19 pandemic's impact on businesses.

Understand the 3 main changes.

Businesses and building owners will have new duties from Sunday 1 October, when new fire safety legislation comes into affect. The changes in legislation are also known as Section 156 of the Building Safety Act 2022, and they are in addition to the Fire Safety (England) Regulations 2022 and the Fire Safety Act 2021 which commenced last summer.

The new legislation is geared towards improving safety for residents, and applies to all non-domestic premises as well as the communal parts of residential buildings.

Here are the 3 main changes;

1. Written fire risk assessment and fire safety arrangements.

The previous requirement to have a written fire risk assessment only applied in certain circumstances (e.g. where the responsible person employees five or more persons). This will no longer be the case, and if you are a responsible person, then you will need to record both your fire risk assessment and fire safety arrangement in full, regardless of the size or purpose of the business or premises.

2. Enhanced requirements for cooperation and coordination.

In premises where there is more than one responsible person, for example in multi-occupied premises or buildings where the occupier and building owner are different entities, there are increased requirements for cooperation and coordination between responsible persons.

3. Provision of information to residents

In residential buildings with two or more domestic premises (e.g. blocks of flats) then the responsible owner must provide residents with information on the risks from fire within their building and the fire safety measures provided to keep them safe. This requirement expands upon legislation introduced earlier this year that required responsible persons to provide residents with information on emergency procedures and the importance of fire doors.

Legionella, the bacterium behind Legionnaires' disease, a severe form of pneumonia, can grow in human-made water systems. This potentially fatal disease spreads when individuals inhale water droplets containing the bacteria.

There have been several notable cases of Legionnaires' disease outbreaks in the UK:

Edinburgh Outbreak in 2012 : One of the most significant recent outbreaks of Legionnaires' disease in the UK happened in Edinburgh, Scotland, in June 2012. Over 100 suspected cases were reported, and four people died. The outbreak was traced back to a cooling tower in the city's industrial area, and several companies were investigated over the outbreak.

Stoke-on-Trent Outbreak in 2012 : Later in the same year, another outbreak occurred in Stoke-on-Trent. This outbreak resulted in two deaths, and 19 people were confirmed to have contracted the disease. It was also traced back to a cooling tower, which was not being adequately maintained.
